I think you hit the spot when you call it a time-share. After a certain time, I´m not sure how long, the wall is refreshed so new artists have a chance to paint. This is accepted by everyone as they know that they get a new chance later.
Unfortunately these walls don`t stop tagging around town and on trams and busses. But tagging and graffiti are really different things and the taggers actually spoils a lot of the "artists" work here on these walls.
